Obama's changes to NCLB would affect schools differently

Obama proposes to change how schools are treated under NCLB. As reported in the Washington Post article "Changes to No Child Left Behind would affect schools differently" the worst performing schools would be treated more harshly, the best performing schools would be rewarded and those in the middle would be left alone to innovate. For example, under the proposal Principals of schools in the lowest 5% of performing schools would almost surely be fired. Of course this carrot/stick approach stronger incentives for schools (especially at the bottom) to improve. How much improvement actually occurs remains to be seen.
